Born as the second son of late Kingo Machimura, the former Governor of Hokkaido, member of the House of Representatives, and President of the House of Councilors.

Graduated from Hibiya Metropolitan High School
Areas of interest: Rugby - selected as the team captain, leading team to the best of eight in the national high school league.

1968

Graduated from Tokyo University, Economics Department

Received the Sankei Newspaper Scholarship to attend Wesleyan University in the U.S. for a one-year research program. Leader of the "Neutral Sect" (the liaisoning party between the university and opposition party). Tokyo University, along with other well-known universities, was in the midst of an opposition movement in 1966.

1969

Entered the Ministry of International Trade and Industry (MITI)
During the thirteen-year tenure, managed economic policies,liaised with Japanfs Official Development Assistance (ODA), and fostered development of small-to-medium enterprises.Spent two years at the Japan External Trade Organization(JETRO) office in New York.
